Overview

Licensing, labour, IP and sector rules that decide who can operate, at what cost and under which conditions.
New labour code
Four codes consolidating 29 central labour laws - Wages (2019), Industrial Relations, Social Security and Occupational Safety, Health and Working Conditions (all 2020) - brought into force on 21 Nov 2025
The pivotal change is a uniform definition of wages requiring basic pay plus DA to be at least 50% of total remuneration, which resets provident fund, gratuity, bonus and overtime calculations across every employer

Gig & platform worker social security
The Code on Social Security 2020 defines gig and platform workers as a distinct category and requires aggregators to contribute 1-2% of turnover, capped at 5% of payments made to such workers, toward a social security fund
The labour codes took effect 21 Nov 2025, and India's gig workforce is projected to reach around 2.35 crore by 2029-30 from roughly 77 lakh in 2020-21

GI (geographical indication) tag protection
A registered mark reserving a product name to producers in a defined geography, protected under the Geographical Indications of Goods Act, 1999. Basmati holds Indian GI registration covering seven states in the Indo-Gangetic plain
Unlike a trademark it is owned collectively rather than by a firm, so it protects a region's producers as a group and cannot be bought or transferred

PVP (plant variety protection & breeders' rights)
Protection of new plant varieties under the Protection of Plant Varieties and Farmers' Rights Act, 2001, which grants a breeder exclusive rights to produce and sell a registered variety for a fixed term
India's version is deliberately unlike UPOV 1991 - it preserves farmers' rights to save, use, exchange and sell seed of a protected variety, provided it is not sold under the registered brand name
... Read more
State seed licensing
Seed is regulated primarily at state level under the Seeds Act, 1966 and state rules. A company needs licences to produce, process and sell in each state, and varieties must typically be notified or registered for sale within that state
States also run their own certification agencies, testing laboratories and quality enforcement, so requirements and timelines differ across the country

SEA advocacy & edible oil duty policy
The industry body for India's solvent extraction and vegetable oil sector, representing oilseed crushers, refiners and traders. It publishes the monthly import, export and consumption data the trade runs on
It functions primarily as a policy interlocutor, making representations on import duty structure, refined versus crude differentials and oilseed procurement

RAM (retail, agriculture & MSME) lending
Retail, Agriculture and MSME lending taken together - the granular end of a bank's loan book, as distinct from large corporate exposure. PSU banks have deliberately shifted mix toward RAM over the past decade
The rationale is diversification: many small exposures behave more predictably in aggregate than a concentrated corporate book, and yields are higher

IPRS / PPL royalties
The two collecting societies that license music for public performance. IPRS represents authors, composers and publishers on the underlying work; PPL licenses the sound recording on behalf of labels
A venue, broadcaster or business playing recorded music needs licences from both, since the composition and the recording are separate copyrights with separate owners

BARC / TRP suspension
BARC is India's sole television audience measurement body, and its weekly Television Rating Points are the currency for advertising sales, media planning and programming decisions
MIB suspended news-channel ratings from 6 Mar 2026 through repeated extensions, then in Jul 2026 widened the freeze to every genre until BARC completes fresh registration under the Television Ratings Policy 2026

12-min ad cap (TRAI)
TRAI's rule limits advertising to 12 minutes per clock hour on television - a maximum of 10 minutes of commercial spots plus 2 minutes of channel self-promotion
It caps inventory absolutely, so a broadcaster cannot respond to demand by selling more time, only by raising rates or improving the audience delivered per spot
... Read more
Carriage fees
Payments from broadcasters to cable operators and DTH platforms to secure carriage and favourable placement on the network. The direction of payment is the point - the content owner pays the distributor, not the reverse
TRAI has capped carriage fees under the tariff framework, and the economics differ sharply between addressable platforms and DD Free Dish, which sells slots by auction

EPR waste-tyre rules
Extended Producer Responsibility guidelines for waste tyres, effective Jul 2022, making producers and importers responsible for recycling a defined share of what they place on the market. The obligation was 70% of FY22 volumes in FY24, rising to 100% from FY25
Crucially, retreaders are recognised within the framework - a producer buying a retreading certificate defers its EPR obligation by one year for that quantity

ALMM (approved list of models & manufacturers) solar content rule
The Approved List of Models and Manufacturers restricts government-supported solar projects to modules, and progressively cells, from listed domestic manufacturers. The list now includes over 100 enlisted manufacturers and models
It functions as a non-tariff domestic content requirement rather than a duty

ISTS (inter-state transmission) charge waiver sunset
The waiver of inter-state transmission system charges for renewable projects removed a significant cost for developers selling power across state boundaries. It has been tapering rather than ending abruptly, with extensions granted where transmission delays were the developer's fault
It was among the strongest economic supports for utility-scale renewables
... Read more
PPA-signing delays
Renewable capacity auctioned and awarded but not contracted, because discoms have not signed power purchase or power sale agreements. The backlog reached around 93 GW, prompting the Ministry of Power to instruct implementing agencies to cancel unsigned bids and letters of award
Discoms hesitate because they already hold surplus contracted capacity or want lower tariffs

GNA (general network access) grid connectivity queue
General Network Access is the regime under which a generator secures the right to inject power into the inter-state grid. Applications are granted in sequence against available transmission capacity, so projects wait in a queue for connectivity
Renewable projects build in 12-18 months while transmission takes 36-60 months, so the two timelines are structurally mismatched

Repowering policy
Replacing old, small wind turbines at established sites with fewer, much larger modern machines. Many Indian wind sites were developed in the 1990s and 2000s with sub-megawatt turbines occupying the country's windiest land
Policy provides for repowering with incentives, but requires resolving existing PPAs, land leases and ownership

Concession tenure extension
Extending the period for which a private operator holds an airport, road or port concession, usually granted to compensate for traffic shortfalls, delayed handover or additional investment required of the concessionaire
Because the asset reverts to the government at expiry, tenure directly determines how long the operator earns from it

Labour codes - logistics cost impact
The four labour codes effective 21 Nov 2025 apply with unusual force to logistics, which is labour-intensive, contract-staffed and heavily reliant on gig and platform workers
The uniform wage definition resets PF and gratuity, and gig workers gain social security entitlements for the first time

Exploration licence regime
India's upstream licensing has moved through NELP to HELP and the Open Acreage Licensing Policy, under which companies can nominate blocks year-round rather than waiting for bid rounds. Revenue sharing replaced profit sharing to reduce disputes
Discovered Small Field rounds target already-identified reserves

AGR dues & relief
Adjusted Gross Revenue dues arise from a Supreme Court ruling that licence fees apply to total company revenue rather than only telecom revenue, creating liabilities running to lakhs of crores. Relief has come through moratoria, equity conversion and rescheduling
A package granting the most stressed operator around a decade of relief was cleared in early 2026

Spectrum & licence levies
Operators buy spectrum at auction for defined terms, then pay an annual licence fee and spectrum usage charge as percentages of adjusted gross revenue. Renewal auctions recur as holdings expire
