Large-cap integrated mills converting cane into a joint-product slate- sugar (refined/raw/speciality), ethanol and rectified spirit, and bagasse-based power- run at scale with substantial distillery and co-generation capacity

The multi-product model is a genuine structural improvement: ethanol converts a price-controlled surplus commodity into a contracted, higher-value stream, and the large players have the distillery scale to maximise diversion

Sugar itself is a pure administered commodity: sold at a government-set minimum price with no branding or spec leverage, and the joint-product slate is fixed by cane chemistry

Two very different counterparties: sugar sells to bulk traders, institutional buyers (beverages, confectionery) and retail, while ethanol sells to oil marketing companies

Ethanol offtake is contracted with assured OMC buyers: under the Ethanol Blended Petrol programme- roughly 1,048 crore bulk litres contracted- offtake is assured, and the large integrated players capture the biggest allocations

Neither customer sets a price the mill can negotiate: both sugar MSP and ethanol procurement prices are administered by government

Cane is 70-80% of cost and its price is fixed by statute- a central Fair and Remunerative Price (Rs 355/qtl for SS 2025-26) plus higher State Advised Prices in some states

Full integration is the cost defence: bagasse-fired co-generation makes the large mills energy self-sufficient and power sellers, and distillery scale plus molasses/juice diversion lift realisation above plain sugar

The structural cost problem is a policy scissors: FRP has risen repeatedly while sugar MSP has stayed frozen at Rs 31/kg since 2019 against production costs near Rs 40+/kg

Margin compression drives cane arrears: roughly Rs 1.13 lakh crore was payable in SS 2025-26, straining working capital even for larger mills

Sugar volume growth is essentially mature (domestic consumption around 285 lakh tonnes), so the real 5-7 year driver is ethanol diversion, where the large players' distillery capacity gives them the edge

Ethanol restrictions removed and diversion solves the surplus: government freed ethanol production from cane juice, syrup and all molasses grades, and SS 2025-26 gross production near 349 lakh tonnes against 285 of consumption is absorbed by diversion the large mills lead

The growth thesis is entirely policy-dependent: if ethanol procurement prices stay frozen while cane costs rise, diversion becomes uneconomic

A highly fragmented industry- roughly 38 listed private mills plus a large cooperative sector- within which the large integrated players lead on distillery and co-gen scale

Barriers are regulatory and geographic: cane reservation areas and command-area rules effectively grant each mill a captive catchment, and distillery/co-gen scale is a genuine advantage

Competition is on recovery and efficiency, not price: mills compete on cane recovery, crushing efficiency and distillery capacity in an unbranded commodity

The defining risk is policy dependency on both sides of the P&L, alongside monsoon and cane cyclicality

Frozen output prices leave margin outside management control: sugar MSP unchanged at Rs 31/kg since 2019 against costs near Rs 40+, and ethanol procurement prices are administered

Monsoon, cane cyclicality and arrears recur: crop cyclicality drives volume swings, surplus years depress realisations, and cane arrears remain a working-capital drag

Offsetting: ethanol has durably improved the industry's structural position versus the pre-2018 surplus era, and the large integrated players with substantial distillery and co-gen capacity capture the diversion upside and sell surplus power
