Extraction and sale of ores and minerals- iron ore (the dominant value pool, with the state miner as national benchmark price-setter), manganese, lignite, and industrial minerals (bentonite, kaolin, functional fillers)- plus emerging positions in critical minerals and rare earths; some players integrate downstream into ferroalloys, pellets or battery-grade chemicals

Geology and processing differentiation: high-grade, low-impurity deposits command premiums on published grade grids, beneficiation and pelletisation upgrade low-grade reserves, and downstream steps- electrolytic manganese dioxide, ferroalloys, branded-ore initiatives- climb out of commodity selling; industrial minerals compete separately on application engineering and customer-specific specs

Commodity ceiling: within a grade, one mine's ore is another's, and realisations track global benchmarks- China-driven seaborne iron ore, steel-cycle manganese- that no Indian producer influences

Customers are steel mills buying on published price lists- but the decisive stakeholder is the state: majority owner of the largest miners, auctioneer of blocks, clearance gatekeeper, and the largest claimant on revenue through royalties and levies

Fiscal squeeze deepening: world-high effective tax burdens, retrospective state taxation rights, and the Supreme Court's July 2026 'royalty-on-royalty' ruling- royalty, DMF and NMET now sit inside the value on which royalty itself is charged

State turns growth sponsor: the National Critical Mineral Mission, fast-tracked clearances, rare-earth corridors and magnet incentives mark a policy turn from extraction-taxing toward capability-building

Benchmark pricing limits buyer leverage: ore sells off published, grade-linked price lists rather than bilateral negotiation, so even large steel-mill buyers cannot extract the discount leverage seen in differentiated-input industries

Mining economics are deposit economics- grade, stripping ratio, and evacuation logistics (rail connectivity, slurry pipelines, port distance) fix a mine's cost position at birth, and the best Indian deposits make their owners among the world's lowest-cost producers with EBITDA margins in the 40%+ range through cycles

Cash-rich low-cost majors: prodigious cash generation funds record capex programmes (the iron-ore leader's ~Rs 65,000-80,000 crore path to doubling capacity), high dividends and diversification simultaneously, with negligible debt

Statutory costs dominate: royalty at world-high rates plus DMF/NMET contributions and state levies claim a large, growing and legally-entrenched share of every tonne's value- a burden competitors in other geographies do not carry

Regulatory, not geological, constraint: environmental-clearance ceilings cap production below capability, forest and land approvals gate every expansion, and evacuation infrastructure- rail links, slurry pipelines, port capacity- chronically lags mine capacity

The volume runway is underwritten by steel- the 300-million-tonne steel vision roughly doubles iron ore demand by 2030, and the state champion is scaling accordingly (record ~53 million tonnes produced, a 60-million-tonne next-year target and a 100-million-tonne decade ambition)

Critical-minerals transformation: a Rs 34,300 crore national mission, successive auction tranches for lithium/REE/graphite blocks, a Rs 7,280 crore rare-earth magnet manufacturing scheme, dedicated rare-earth corridors, and one listed state miner developing among the world's largest rare-earth deposits (targeting production this decade with atomic-energy-establishment technology transfer) mark the sector's biggest structural shift in a generation

Private entry widening: composite licences, deep-seated exploration and overseas acquisition vehicles broaden participation beyond the state majors

Realism check: critical-minerals revenue is mostly still prospective- processing technology, project execution and economics at scale remain unproven, and earnings will be set by iron ore and the steel cycle for years yet

State-dominated at the top- government majors control iron ore, manganese and lignite benchmark supply, private miners hold auctioned blocks, steelmakers increasingly self-supply through captive mines, and fragmented private specialists serve industrial minerals; new entry now flows through competitive auctions

Deposit ownership as moat: a granted lease on a world-class orebody is a decades-long, unreplicable franchise, and incumbents' rail lines, pipelines and townships compound the advantage

Auctions inverted entry economics: aggressive bidding transfers much of a new block's value to the state upfront, captive-mine growth erodes the merchant miners' customer base, and in critical minerals Chinese processors hold technology the ecosystem still lacks

Policy and fiscal risk is the sector's permanent overhang- retrospective state taxation, expanding levies, judicially-endorsed royalty computation and the state's dual role as owner-and-claimant mean the rules of value-sharing can shift against miners at any time

Commodity-cycle exposure: iron ore and manganese realisations follow global steel demand (China above all), and monthly price resets transmit downturns immediately, as recurring price cuts in soft markets show

Clearance and land risk: forest approvals, displacement issues and mining-belt politics can stall expansions for years regardless of underlying economics

Offsetting strengths: demand visibility is generational, the low-cost deposit positions are unassailable, balance sheets are cash-rich, and the critical-minerals mission aligns state power behind the sector's expansion for the first time in a generation
